Jul 07, 2020 · Hello: I live in Philadelphia and want to watch a BBC program via iPlayer. I got Express VPN, connected through London server, and went to watch the BBC program. But, it said I need a TV License. Yet, the program seems to play OK without the license. In the USA do I really need a TV License? Thanks much, Joe

With the terrestrial channels you can watch on demand via the apps, BBC iplayer, ITV hub, All 4 and Demand 5. I don't tend to use these apps but i believe BBC iplayer & ITV hub you can watch live, not sure about the others hopefully another community forum member will confirm either way.
